    TL:DR at the beginning

    • Temporary increases of Isogen, Zydrine, Pyerite, and Megacyte to all T1 mineral using blueprints, temporary decreases of Tritanium, Mexallon, and Nocxium to all T1 mineral using blueprints

    • Trit(Amarr), Pyerite(Minmatar), Mexallon(Gallente), and Isogen(Caldari) redefined as "Racial" materials. Available in highsec, regional skewed distribution, increased racial use.

    • Highsec mining focused on belts. Regular (hourly) respawns, low end biased, accessible, low isk/hour,

    • Lowsec mining focused on scanned sites. High end biased, irregular respawns (multi day/week respawns), small volume, high isk/hour, no guaranteed access to ore.

    • Nullsec mining focused on Moons. Moongoo biased, Player-determined spawns through fracks, high volume, medium isk/hour

    • Wormhole mining has a bit of everything but not a lot of anything, scanning biased like lowsec to encourage scanning down chains.

    • R4's replace most low end in all capital construction components.

    Overall blueprint changes

    Production in EVE is governed by bottlenecks, and unless the current trit/mex/noc bottleneck shifts, low use minerals will continue to run on stockpiles rather than people going to the pains of mining them. The best way to "clean the slate" and make the new distributions effective is to temporarily change the bottleneck to allow stockpile owners to liquidate their holdings. As such, usage of Isogen, Zydrine, Pyerite, and Megacyte in blueprints will be increasedm while usage of Tritanium, Mexallon, and Nocxium will be decreased until the Databases show stockpiles evening out.

    Capital construction components will have their low ends mostly replaced with R4 goo. This puts capitals in a different resource pool from T1 subcaps and allows independent balancing of price and power.

    Overall mineral changes

    After CCP deems "enough isogen/pyerite has been used up", Tritanium, Pyerite, Mexallon, and Isogen will be classified as "low ends", the ores bearing them will become regional, and their usage will be skewed in racial ships. Size and Volume of low ends will be conformed such that on a "standard" ship build, they have roughly the same volume and price, then the racial mineral is used in significantly higher numbers. This should encourage trade and perhaps carteling. Getting enough trit in Jita will require buying trit ores in Amarr and shipping it over.

    Highsec

    The highsec mining situation will be designed around subcaps and accessibility. Belts are smaller and respawn at multiple times through the day such that early timezones (CN/RU) can not mine out a system and leave nothing for EU/US (or newbies). The ease of gating allows players to move through a large area to look for belts. Regional/racial minerals means that there has to be trade in order for players to produce racials ships in quantity outside of their "home space". Native mining around Jita for example, will provide an excess of Isogen for Caldari ships, but will have a deficit of Trit, Pyerite, and Mexallon which have to be shipped in from Amarr/Minmatar/Gallente space. Highsec has a shortage of high ends by design, which will be shipped in from lowsec/nullsec.

    Lowsec

    The overall issue with mining in lowsec is that the nature of lowsec (no bubbles, plentiful NPC stations) makes locking down a workspace very difficult, so activities that require extended time in space in slow ships (e.g. mining) don't work well. When you look at the pattern of other PvE activities in lowsec, they follow a similar pattern of PvE being done in evasive ships in short duration bursts. Lowsec mining needs to fit this paradigm or nobody is going to do it.

    So the implementation would be for lowsec ore to be made available through scanned sites. The ore inside this site will be high quality and low volume, relatively quickly cleared out by barges. The danger here is not necessarily the danger of being ganked while in the site, but moving your mining ships between systems as the sites respawn. A "pocket" will not be able to sustain your mining operation, you need to move in a larger area.

    Also hauler spawns now drop compressed ores rather than minerals, because moving uncompressed minerals around lowsec is a pain.

    wildshot idea - Introduce storms to lowsec, sites spawn much more frequently in systems that a storm has passed over. Think fish chasing a ship, where storms are ships, minerals are krill stirred up by the wake, miners are rorquals, and miner gankers are orcas.

    Nullsec

    The story of nullsec is player organization and initiative (not the alliance), so nullsec mining is no different. The key change here is the removal of most low-ends from capital construction and replacement with R4 moon minerals. What this would do is put Rorquals and subcap miners on different scales. It doesn't matter as much if Rorquals mine 3 times as much as a hulk, if minerals are not in places that are are generally accessible for rorquals to mine. This allows CCP to balance the man-hours required for capitals and subcapitals around Rorquals (ex, if CCP deems 100 hours of mining fair for a supercarrier, change the BOM such that 100 hours of rorqual mining R4's gives that much goo). This means alliances that want capital fleets will have to field rorquals and defend those rorquals and people who want to fuck with those alliance will have plenty of rorquals in space to kill. As with minerals, R4 will become racial and regional.

    Unrelated fixes

    • Reduce NPC station trading fees to only slightly more than player station fees. Reduce price change fee by 50% base. Velocity of money has been falling off a cliff due to high transaction costs (generally agreed to be bad for an economy), and high velocity of money is generally indicative of a healthy economy.

    • Reduce trade granularity by 1 more sigfig, from 4 to 3. This has a much larger effect on combating .1 isk bots than higher fees.

    • Release mandatory ESS then reduce ratting bounties to decouple the direct link between ratting and inflation.

    Watching this stream on Twitch has made me realize they have ZERO idea what goes on in this game. These changes do not make any sense. The comment that they are extremely capable at catching bots is hilarious....every region (LS/NS/HS is FILLED with bots).

    EDIT: All I do is hunt Krabs in EVE, the game is riddled with bots
